YouTube’s Fine & Child Safety Online


YouTube for targeting adverts at children as if they were adults shows progress is being made on both sides of the Atlantic, writes Steve Wood of the Information Commissioner’s Office

The conclusion of the Federal Trade Commission investigation into YouTube’s gathering of young people’s personal information (‘Woeful’ YouTube fine for child data breach, 5 September) shows progress is being made on both sides of the Atlantic towards a more children-friendly internet. The company was accused of treating younger users’ data in the same way it treats adult users’ data.

YouTube’s journey sounds similar to many other online services: it began targeting adults, found more and more children were using its service, and so continued to take commercial advantage of that. But the allegation is it didn’t treat those young people differently, gathering their data and using it to target content and adverts at them as though they were adult users.

In response to the FTC investigation, the company is now making changes, and we expect that other major platforms are planning to learn from this complaint. That impetus for change is mirrored in the UK, where the Information Commissioner’s Office code to ensure online services are better designed with children in mind will be with the secretary of state in November. This will ensure a privacy-by-default approach is taken by online services likely to be accessed by children, including standards that will require features such as location tracking to be switched off by default. It is welcome progress. The internet has evolved in a way that makes too little distinction between adults and children. Few parents would disagree that change is necessary.

Not long ago, these topics were hardly discussed and hardly believed by the general public. It's being talked about now and believed by many, that these things are happening and - slowly but surely, there's an increase of news reports and arrests being made, while still a huge part of the population would lable these topics as conspiracy theories, being invented by conspiracy nuts.

The tables are turning, more people are believing these crimes do exist and are demanding transparency and accountability from agencies that are in charge of child placements, more investigations into reports of child abuse with more follow-up visits taking place.

So, finally, the time of unchecked child abuse will come to an end, the 'elite' pedophiles and their child trafficking and pornography rings are being shut down, while arrests and convictions are taking place. Soon, the people who don't believe these child abuse cases even exist will have to change their minds, with so much coverage and people getting involved in revealing what's been happening to children around the world for decades.

YouTube to boost moderator team preventing child exploitation videos

Following reports of sexualised videos of children attracting hundreds of comments from suspected pedophiles, YouTube has announced that it will be boosting its content moderator team to 10,000 people – but only by the end of 2018. The current team is reported to be around 8,000 people.

A Times investigation first uncovered the scale of the problem eleven days ago, with volunteer flaggers claiming that YouTube wasn’t taking the problem seriously …

YouTube, part of one of the most valuable enterprises in the world, gave them no help, according to one of the flaggers who spoke to The Times anonymously.

YouTube’s initial response was to acknowledge that it needed to do more to tackle the problem through both machine-learning and additional human resources.

A few days later, the company said that it had removed 150,000 videos, turned off comments on 625,000 more and terminated 270 accounts.

In a new blog post last night, YouTube CEO Susan Wojcicki announced the additional measures the company would be taking.

We will continue the significant growth of our teams into next year, with the goal of bringing the total number of people across Google working to address content that might violate our policies to over 10,000 in 2018.

At the same time, we are expanding the network of academics, industry groups and subject matter experts who we can learn from and support to help us better understand emerging issues.

We will use our cutting-edge machine learning more widely to allow us to quickly and efficiently remove content that violates our guidelines.

Wojcicki said that machine-learning had already shown ‘tremendous progress’ in tackling extremist content, and that the company had begun training AI systems to detect videos that may impact child safety, though Buzzfeed notes that the challenge here may be greater.

It’s unclear whether machine learning can adequately catch and limit disturbing children’s content — much of which is creepy in ways that may be difficult for a moderation algorithm to discern.

Part of the issue comprises videos uploaded by children, which may be innocent in intent, but which attract creepy comments and worse from pedophiles.

Screenshots show how one YouTube user left dozens of inappropriate comments on videos posted by boys aged between seven and 14.

“Send me the 2 minute naked wrestling match private,” the user wrote. “And I will tell you everything you need to know to grow your channel. I wanna see u naked. It feels awesome to be naked on YouTube, try it bro.”

The blog post says that YouTube is also ramping up its team of ad reviewers to ensure advertising doesn’t appear alongside or within inappropriate videos.

We believe this requires a new approach to advertising on YouTube, carefully considering which channels and videos are eligible for advertising. We are planning to apply stricter criteria, conduct more manual curation, while also significantly ramping up our team of ad reviewers to ensure ads are only running where they should.

Google responds to brand safety reports it benefited from child abuse on YouTube

Google has responded to reports that it has benefited through adverts appearing on channels that supported child abuse after it closed channel Toy Freaks and announced that it had launched a subsequent investigation on the platform.

During a year where Google has responded to concerns by advertisers over brand safety, where it was found that adverts were running against terrorist propaganda video with the brand's knowledge, it is now defending itself against further claims that the same has happened on channels featuring children.

The channel, Toy Freaks, which began two years ago with Greg Chism and his daughters in different situations, had 8.53 million subscribers making it one of YouTube's top 100 most viewed channels when it was closed.

Google released a statement following the Times claim on Saturday that the channel was one that benefitted from featuring children in 'abusive' situations.

“We take child safety extremely seriously and have clear policies against child endangerment. We recently tightened the enforcement of these policies to tackle content featuring minors where we receive signals that cause concern. It’s not always clear that the uploader of the content intends to break our rules, but we may still remove their videos to help protect viewers, uploaders and children. We’ve terminated the Toy Freaks channel for violation of our policies. We will be conducting a broader review of associated content in conjunction with expert Trusted Flaggers," the statement read.

Google responded to The Drum's questions over what it was planning to do to ensure further examples of child exploitation were not found on the platform.

Asked how quickly it moved upon discovering the violations by Toy Freaks, a spokesman claimed it closed the account "as soon as we were notified, we took action." The channel has also been developing machine learning capabilities to determine which channels do violate its policies, they also highlighted.

"We have strict policies against child endangerment on YouTube. We cannot always speak to the intent of families uploading content, but sometimes they may cross a line and violate our Community Guidelines even if they didn’t intend to do anything harmful. In these instances, we may still remove their videos to help protect the children or viewers. We are going to do a broader review of content such as these with expert Trusted Flaggers," they continued to explain.

On brand safety and how YouTube was working with advertisers to avoid future brand safety concerns, it was claimed that it had "ramped up" its training to educate clients and agencies on the safety controls that had been introduced.

"In any situation whereby a brand's ad runs against content they feel is inconsistent with their values, we work with them to review their current settings and put additional exclusions in place. We continue to be transparent on the process we've made with our machine learning algorithms and our dedication to making sure they are reaching the right audience on YouTube," it was stated.

Online Predator Stats:

77% of the targets for online predators were age 14 or older.  Another 22% were users ages 10 to 13.

Only 1/3 of households with Internet access are actively protecting their children with filtering or blocking software.

25% of children have been exposed to unwanted pornographic material online.
One in five U.S. teenagers who regularly log on to the Internet say they have received an unwanted sexual solicitation via the Web. Solicitations were defined as requests to engage in sexual activities or sexual talk, or to give personal sexual information.

Only approximately 25% of children who encountered a sexual approach or solicitation told a parent or adult.

In the 40 years since the FBI began training women to be special agents, many have said it was a dream they had held since childhood. They played cops and robbers as kids, kept their noses clean, and maybe joined the military or the local police, consciously burnishing their credentials on the road to becoming G-women.
“I’m not quite sure where the seed got planted,” said Katrina G., an agent who now runs the Bureau’s Forensic Audio Video and Image Analysis Unit. “But I thought the FBI—fidelity, bravery, integrity—you can’t go wrong. I always wanted to be someone to do the right thing, to be fair and honest, and to stick up for the little guys.”
Others followed a less scripted route. Shelia T., an agent at the FBI’s Regional Computer Forensic Laboratory in Quantico, Virginia, set out in college to be a research professor and was well on her way when she drove a friend to an FBI recruitment event on campus. “We went in and sat through the session,” she recalled. “My friend is listening because she’s interested and I’m in the back waiting for her to finish so we can go study.” An agent suggested Shelia apply, too. She found herself at the FBI Academy for new-agent training on August 16, 1998. A few years later she was in Ken Lay’s office at Enron, collecting evidence at the center of the Bureau’s largest-ever white-collar crime scene.
Their stories, revealed in more than a dozen interviews with female agents past and present, show there’s no well-defined template for women agents, apart from a desire to serve. Like the first two women agents—a nun and a Marine—they arrived at the FBI with varied backgrounds and proceeded to have similarly varied careers. In video interviews, they talk about what brought them to the Bureau, the challenges they faced, their unique work experiences, and their reflections on careers that broke more than a few glass ceilings.

A common thread is that none aspired to be great women agents, just great agents that happened to be women.

Here’s a preview:
  • A 24-year agent who early in her career competed for a spot on the Hostage Rescue Team : “I was driven by the challenge. It didn’t even occur to me that I was a female and that I was being questioned because I was a female.”
  • A retired agent who rose through a series of leadership firsts to the Bureau’s third-highest position: “At the time women became the first at anything somebody always took notice. And often it was the women who took notice because we were trying to find our way and make sure that we had the opportunities that men who were agents had. And we did.”
  • Special agent in charge of the Anchorage Division: “I think women coming through today, they benefit from the experiences of all the women that have gone before, and the fact that it’s not considered so unusual now.”
The growing ranks of women agents echo the Anchorage agent’s comments—more than 2,600 today, including 11 in charge of field offices. “As a whole, the Bureau is better for having women agents,” she said. “I think we make the Bureau more complete.”
